the reaction is exothermic so when it is colder (in the winter) and the air loses heat, the equilibrium is going to shift to the right and favors the forward reaction produced N204 (colorless). In the summer, it is warmer and the air gets hotter so the reverse reaction is favored and more NO2 (brown) is likely to appear creating that haze.
